The government has developed a plan to work with the “hill youth” who are not part of the “hard core”

The recipients of the funds, distributed in the form of vouchers through regional authorities, will be 657 teenagers distributed among outposts and farms in Judea and Samaria: 225 in the Mate Binyamin region, 129 in Samaria, 120 in the Jordan Valley, 99 in the Hebron mountain region, 84 in Gush Etzion.

The ministry’s move is part of a broader government program to counter violence through pedagogical and social methods, which also involves the ministries of defense, education and labor. The goal of the program is to integrate these youth into the military and the labor market.

The government emphasizes that the program is intended for second- and third-round teenagers who are not part of the “hard core” to prevent them from descending into violence.

The police and Shin Bet continue to work with the “hard core” of approximately 300 people.

According to security forces, in 2025 there were between 1,000 and 1,500 outpost teenagers in the West Bank, of whom only 150 to 300 were violent. At the same time, a significant part of problem teenagers are not local residents, but visitors from other parts of the country.
