Stadio Roma, shortened process times: authorization in 90 days, first provision from the commissioner

“Through the instrument of the ordinance it was possible to proceed both with a coordination of the existing legislation and with a reduction of some deadlines of the individual procedural phases, providing, at the same time, to regulate in detail the procedure aimed at obtaining the single authorization provision, with the related timing and skills of the actors in various capacities involved in the procedure, and to call the decision-making Conference of Services. The ordinance, effective immediately, reduces the entire procedure aimed at issuing the single authorization provision to a total of 90 daysincluding the Environmental Impact Assessment (EIA) provision, effectively resulting in a significant reduction in ordinary procedural times. In fact, the ordinary procedure, governed by art. 27-bis of Legislative Decree 152/2006, provides for minimum deadlines even exceeding 6 months for the release of the Single Regional Authorization Provision (P.AU.R.)”, continues the note.

“The procedure governed by the ordinance is summarized as follows: five days for verifying the completeness of the documentation; five days for documentary additions by the proponent; thirty days for the presentation of observations by the public and for checks, in technical-content terms, of the documentation; thirty days for documentary additions by the proponent and for the formulation of counterarguments; ten days for the final session of the Services Conference”, concludes the note from Commissioner Sessa.

“The first ordinance signed today by the Extraordinary Commissioner for stadiums, engineer Massimo Sessa, appointed by the Government and fully operational on the portfolio of dossiers of the candidate cities for UEFA Euro 2032, represents a decisive step to simplify and accelerate the process relating to the construction of the new AS Roma Stadium in Pietralata, a work declared of national strategic interest and included among the functional interventions for the organization of the European competition”, he wrote on the Minister for Sport and Youth Andrea Abodiwho continued: “More streamlined procedures, certain deadlines and full coordination between the administrations, Municipality and Region, will allow the authorization process to be reduced to 90 days, while at the same time guaranteeing compliance with environmental assessments, transparency and legality. A model of administrative simplification at the service of modern, accessible, sustainable facilities capable of leaving a lasting legacy for sport, territories and citizens, which Commissioner Sessa, under the coordination of the Government, will make available to the administrations and promoters of the works aimed at UEFA Euro 2032 which will contribute to changing the face of Italian stadiums”.

“The launch of the Services Conference represents a fundamental step for the future Roma stadium in Pietralata and for the path that will lead the city to equip itself with a new modern and sustainable sports infrastructure fully integrated with the territory”.
