“The size of the threatened fine is determined on a case-by-case basis based on the Threatened Fines Act. Its size depends, for example, on the company’s turnover and other similar factors related to ability to pay,” says Kultalahti.
A few years ago, a fine of 2.4 million euros was issued.
“For example, a few years ago Betson’s subsidiary BML Group was given a fine of 2.4 million euros. They must be significant enough to lead to the suspension of illegal activities.”
If the betting company does not comply with the ban or order within the deadline, a fine may be ordered to be paid.
When The Lottery Act will be revolutionized from July 1, 2027 and gambling will move under the license system, foreign betting companies that get a license can also market in Finland.
If a betting company under investigation by the Police Board is now found to have violated the Finnish Lottery Act, it is unlikely that it will be granted a license right away.

According to the police, the match event in Tallinn did not necessarily survive the light of day.
“If the gambling company has been given a ban for the last two years, that would be a reason” that a business license could not be granted during that time.
“Before a possible ban, we send a request for clarification, to which they need to be given time to answer,” says Kultalahti.

“This is possible if we consider that some contestants have an agreement with a gambling company that is guilty of illegal marketing and have actively participated in marketing that violates the Lottery Act. However, I cannot yet take a position on this specific case.”
The Police Board’s threatened fines have ranged from 20,000 euros to 100,000 euros for individuals.
In recent years, the Police Board has imposed fines on several individuals and a few companies in order to enhance the prohibitions.
“The size of a possible threatened fine depends on the person’s ability to pay, the quality and extent of the obligation, and other factors affecting the matter. In the Police Board’s supervisory practice, threatened fines for natural persons have ranged from approximately 20,000 euros to 100,000 euros,” Kultalahti mentions.
Golden Bay says that fines have also been ordered to be paid, if the activity in violation of the Lotteries Act has continued despite the ban.
