Collect opinions on the draft Circular guiding the implementation of the High Technology Law

The draft content focuses on forms, criteria, order and procedures related to the recognition and certification of research and development centers, businesses, high-tech products and strategic technologies.

The draft Circular was developed in parallel with the process of completing the draft Decree detailing and implementing measures for a number of articles of the Law on High Technology. According to the Ministry of Science and Technology, this approach is to shorten the promulgation time and promptly organize implementation after the Law officially takes effect.

Comments can be sent to the Department of Science, Engineering and Technology – Ministry of Science and Technology, in written and electronic form, before June 24. According to the drafting agency, after this deadline, if there is no response, it is understood that the agencies and units will be asked to agree with the draft document. Based on comments, the drafting agency will review, synthesize, absorb and revise.

The High Technology Law was passed by the 15th National Assembly in December 2025, effective from July 1. The Law includes 6 Chapters, 27 Articles, with regulations on high-tech activities, incentive measures, and preferential policies, helping to remove many shortcomings and promote innovation and digital transformation.

The law allows the application of the highest incentives according to the provisions of law on investment, taxes, land and related policies for high-tech and strategic technology activities.

The new point of the Law is that the State implements policies to support strengthening links between research institutes, higher education institutions and businesses to create a solid science, technology and innovation foundation; apply specific mechanisms and policies to develop, localize, master and apply technology; Forming and developing high-tech enterprises, strategic technology enterprises and high-tech and strategic technology start-up enterprises.

The Law also mentions preferential policies and specific mechanisms to attract and develop high-tech and strategic technology human resources; ensuring the most favorable living and working conditions for high-tech and strategic technology human resources working in Vietnam
