“The meeting can only be for the purpose of signing agreements,” Kremlin spokesman Dmitry Peskov said on state television. According to him, Putin has opened the door to talks with Ukraine, but only if the meeting is “productive”. In other words, Russia makes it clear that until there is an offer that suits it – there is nothing to talk about.

The meaning, according to experts, is that Russia is signaling that the war is not close to ending. Putin controls large parts of Ukraine and is unlikely to give them back. Zelensky, for his part, cannot return to Ukraine with such an offer.

The Russians did occupy about 20% of the sovereign territory of Ukraine, but the extent of their losses is enormous, and according to estimates it is more than 325 thousand dead. On the Ukrainian side, the estimated number ranges from 100 to 180 thousand dead, including civilians.

As part of the reform, Japan undertook to carry out strict inspections when approving each deal.

Officials in Tokyo told Reuters that a number of countries, including Poland and the Philippines, are already in talks with Japan. Among other things, it was reported that the export of used warships to the Philippines is already on the agenda. Philippine Defense Minister Gilberto Teodoro welcomed the change in Japan’s export laws, saying that it would give his country “access to high-quality security measures that will contribute to regional stability through deterrence.”
