Six multi-level marketing businesses were fined more than 1.3 billion VND

Six multi-level enterprises were discovered to have violated their business activities and were fined a total of 1.3 billion VND in 2025.

According to the 2025 Annual Report of the National Competition Commission, this agency established 6 inspection teams for 6 multi-level marketing businesses last year.

Inspection results showed that all 6 businesses had violations and were administratively fined with a total amount of 1.31 billion VND. Specifically, Seacret was fined 455 million VND; My Loi Trade 265 million VND; Best World Vietnam 190 million VND; Elken International Vietnam 185 million VND; Unicity Marketing Vietnam 155 million VND and Care For Vietnam 60 million VND.

The main violations include not carrying out procedures to correct or supplement the multi-level marketing activity registration certificate, violating registered operating rules, and not supervising multi-level marketing participants. Some violated the obligation to report to management agencies, failed to comply with training regulations or appointed unqualified trainers.

In addition, there are businesses that organize multi-level marketing activities locally without receiving written registration confirmation from the Department of Industry and Trade. There is also a violation because of not ensuring the minimum regulation of 20% of multi-level sales revenue in the fiscal year coming from customers who are not network participants.

The National Competition Commission has asked businesses to correct violations, increase the level of legal compliance, and use inspection results to improve management policies.

In 2025, the National Competition Commission receives 25 recommendations and feedback related to multi-level marketing activities of businesses and participants. Most of the reports were related to internal disputes within the business, but there were 4 cases denouncing unlicensed multi-level marketing activities. These cases have been instructed by the management agency or transferred to the police investigation agency for review and handling.

According to the report, by the end of 2025, the whole country will have 15 businesses granted certificates of registration for multi-level marketing activities, down one business compared to mid-year. The management agency assesses that the multi-level marketing market continues to develop stably, the operations of businesses are strictly controlled, and basically no serious violations arise.

In addition to multi-level marketing, The National Competition Commission also verified 72 cases showing signs of competition violations, investigated one case of competition restriction in the postal sector, one case of economic concentration in the livestock sector and 13 cases of unfair competition.

As a result, 12 unfair competition cases were handled with a total fine of 2.4 billion VND.

In the field of gold business, Saigon Jewelry Company (SJC) and Bao Tin Minh Chau were fined 200 million VND each for providing misleading information about businesses, goods and services to attract customers of other businesses. The two businesses must simultaneously correct and publicly correct the violation information.

In the field of logistics and delivery, TikiNow Smart Logistics, J&T Express, SPX Express and Giao Giao Quick were also fined 200 million VND each for the same act of providing misleading information to attract customers.

In addition, a number of businesses in the fields of electronics, health care and pharmaceuticals such as Casper Vietnam, Fuji Medical Vietnam, Akanwa and Nhat Nhat were also punished for unfair competition.
