The Government continues with the elimination of obsolete regulations: it eliminated 8 from the ’90s related to regional economies

He did it through Resolution 114/2026 published in the Official Gazette, within the framework of its policy of deregulation and debureaucratization of the productive sector.

Among the eliminated regulations, several from the 1990s stand out: the resolution 878/1992which established the mandatory nature of the Phytosanitary Import Authorization (Afidi); the resolution 99/1994which prohibited the entry into the NOA region of bananas originating from countries with the presence of certain quarantine pests; the resolution 648/1994which established phytosanitary requirements for the importation of used agricultural machinery, through a prior authorization procedure whose operation was later replaced by more modern evaluation and control mechanisms.

They also canceled the resolution 715/1994which established specific phytosanitary requirements for the importation of seed potatoes, requiring the presentation of International Phytosanitary Certificates in accordance with the identified quarantine pests, a matter currently regulated by updated phytosanitary procedures; the resolution 405/1998 that provided for the mandatory use of the Phytosanitary Notebook for apple and pear producers in certain regions; and the resolution 561/1999 which gave national legal order to GMC Resolution No. 14/95 regarding pesticide residues in “in natura” agricultural products, whose standards were subsequently updated through new national and Mercosur regulations.

Finally, the resolution 823/2006 that extended to the provinces of Formosa and Misiones the phytosanitary requirements for the entry and transit of banana fruits and the 262/2013which limited the territorial scope of the prohibition established by the aforementioned Resolution No. 99/94, limiting it to the provinces of Salta and Jujuy.

According to the recitals of the measure, “the analysis carried out on the set of the aforementioned regulations made it possible to verify that these responded to regulatory, health and administrative needs specific to the context existing at the time of their issuance.”

“Since then, The national phytosanitary regime has undergone a profound regulatory, technical and institutional evolutionincorporating procedures based on phytosanitary risk analysis, international standards, certification systems, computer tools and traceability and inspection mechanisms that optimized the management of imports and exports of regulated articles,” they added.

In this sense, Agriculture argued that “said regulatory evolution determined that several of the aforementioned resolutions have fully fulfilled the purpose for which they were issued, while others regulate transitory or specific situations that have lost relevance or whose regulation was subsequently appropriate. through new regulatory instruments”.
