The proposed agreement for the renewal of the contract was signed today National collective labor agreement 2025-2027 of the healthcare sector. The agreement, signed byAran and all trade union organizations representing the sector, affects 592,638 employees of the National Health Service, including nursing, technical-health, rehabilitation and prevention, administrative and support services staff.

On an economic level, the agreement provides for an overall average increase when fully operational 209 euros gross per month, which rises to 240 euros for nursing staff. The average arrears, calculated as of 31 October 2026, amount to 1,226 euros for the sector as a whole and 2,300 euros for nurses.

Zangrillo’s words on the healthcare contract

“Promise kept. The entire round of contractual renewals for the public sector for the three-year period 2025/2027 concluded positively. With the signatures of Local Functions, Central Functions, Education and Research, Health and Safety and Defense we have given a concrete response to the commitment of workers. And this is a further step towards an increasingly efficient Public Administration attentive to the needs of citizens”, argues the Minister of Public Administration, Paolo Zangrillo.

Naddeo: a result that goes beyond the numbers

For President Aran, Antonio Naddeo, “it is a result that goes beyond the numbers, although significant. Renewing public employment contracts within the period of validity, and not years after their expiration, demonstrates that the public collective bargaining system can function in an orderly and timely manner”.

Landini: “Increases higher than estimated inflation”

The trade unions were also satisfied. The secretary of the CGIL Maurizio Landini underlines: “We express satisfaction with the pre-understanding signed today for the renewal of the Public Health National Collective Labor Agreement 2025-2027, because it introduces important innovations compared to the previous contract”. Landini recalls: “The agreement, in fact, provides for salary increases higher than estimated inflation, unlike the previous contract, and introduces a warranty clause to adjust wages in the event of deviations from inflation trends”.

Fumarola: “An unprecedented result”

According to the leader of the CISL Daniela Fumarolathe agreement: “is a source of great satisfaction not only because it closes a contractual season in the period in force but because it takes place a few months after the definitive closure of the CCNL relating to the three-year period 2022/2024”. For Fumarola: “This is an unprecedented result made possible only by the choice of our Organization to sign the previous CCNL on 27 October 2025, thus giving the possibility to immediately start the next negotiation. The contract which affects around 600,000 workers introduces economic and regulatory improvements, strengthening staff protection and enhancing the professionalism involved daily in the provision of fundamental services”.

Longobardi: “Resources available as early as 2026”

Rita Longobardi, general secretary of Uil FP, comments: “The agreement allows the resources allocated for the entire three-year period to be anticipated and made available as early as 2026, without waiting for the end of its validity. This is one of the priority objectives of Uil FP: to immediately use the resources already available and reduce the distance between their allocation and the actual recognition in the pay slips of workers”.
