In the framework of the parliamentary examination of the Decree-Law of 7 May 2026, n. 66, containing urgent provisions for the Housing Plan, the hearing of the Green Building Council Italia at the VIII Commission of the Chamber of Deputies emphasized the need to overcome traditional building methods in favor of standardized processes. The adoption of the so-called Modern Methods of Construction (MMC) and the implementation of off-site manufacturing systems, where structural components are manufactured in controlled factories and subsequently assembled on site, represent the main technological directions to reduce execution times, contain production costs and minimize the carbon footprint of new settlements.
The engineering approach promoted by GBC Italia aims to transform residential construction through the introduction of measurable and verifiable criteria, capable of attracting public and private capital towards the regeneration of real estate assets. From this perspective, the technical differentiation between public, social and integrated residential buildings becomes strategic to intercept the demand of the urban middle segment, made up of young workers and university students. From a technological point of view, the integration of these housing models requires the adoption of scientific energy-environmental protocols, which are not limited to evaluating mere thermal insulation, but holistically analyze the seismic improvement of the structures, urban resilience in the face of extreme climatic events and the containment of land consumption through the volumetric recovery of abandoned areas.
The methodological proposal presented to the Commission provides for the inclusion of technical reward mechanisms in future implementation tenders, making funding dependent on the actual achievement of certified performance standards. Fabrizio Capaccioli, President of GBC Italia, clarified the strategic orientation of the association: “In this historical phase it is necessary to overcome an exclusively quantitative vision of living and instead build models that integrate environmental sustainability, economic accessibility and social quality. The Housing Plan can become an accelerator of urban regeneration, industrial innovation and social inclusion, but it is necessary to guarantee stable, measurable and replicable tools over timeThis approach requires a unique and simplified regulatory framework, which extends the benefits of bureaucratic streamlining beyond the scale of large investments, standardizing procedures for the entire production chain.
The digitalisation and automation of construction processes find a point of convergence in the adoption of advanced housing management models, capable of monitoring energy consumption and the efficiency of systems in the long term. Coordination between new funding flows, such as the Housing Cohesion Fund, and existing financial infrastructures aims to optimize investment returns based on empirical data. Capaccioli concluded the intervention at the institutional level by highlighting how: “Construction innovation and sustainability must become central elements of housing policies. For this reason we have proposed to introduce in future tenders and implementation mechanisms specific rewards for interventions that adopt certified energy-environmental protocols and industrialized solutions, capable of guaranteeing verifiable performance, risk reduction and greater attractiveness for public and private investmentsThe standardization of components and the traceability of performances are therefore confirmed as the decisive vectors for the modernization of the continental construction supply chain.
