The government aims to have strategic technology products this year

This is a request made by the Deputy Prime Minister at the first meeting of the Government’s Working Group on strategic technology development, on the morning of June 4. The message was given after ministries and branches completed the initial steps of building a list of strategic technology development tasks.

According to the Ministry of Science and Technology, to date there have been 48 proposed tasks, ranging from artificial intelligence (AI), industrial robots, drones, cloud computing, cybersecurity to new generation vaccines, medical equipment and agricultural technology. Many tasks clearly define output products, participating businesses, resource needs and implementation roadmap until 2030.

A number of specific products have been included in the development plan. In the industrial sector, the Ministry of Industry and Trade plans to build a digital twin for the national power grid operating system, develop switching equipment with voltages from 22 kV to 500 kV and two-armed industrial robots using domestic control programs.

In the field of education, the Ministry of Education and Training proposed a national smart education platform applying AI and virtual reality technology. Meanwhile, the Ministry of Defense is building a national drone management system to serve airspace management and low-altitude economic development, expected to test in 2026.

The Ministry of Public Security will deploy a domestic cloud computing platform, a national cyber security platform, along with drones and a system to monitor, detect and suppress UAVs. The Ministry of Science and Technology initially formed 13 tasks, focusing on AI, AI cameras for edge processing, autonomous robots, drones, rare earth deep processing technology and new generation mobile network infrastructure.

The medical field proposed 11 tasks related to new generation vaccines for humans, cell therapies and 3D printed medical devices. Meanwhile, the Ministry of Agriculture and Environment plans to deploy 12 tasks, targeting new generation crop, livestock and aquatic breeds, veterinary vaccines, biological products, and agricultural product traceability systems.

According to the Ministry of Science and Technology, the units have completed the review and proposal development step. A number of tasks have been proactively allocated resources for implementation in 2026. However, there are still problems with the ordering mechanism, task assignment, financial mechanism, resource mobilization, research and testing infrastructure, technical standards system as well as inter-sectoral coordination and product commercialization.

The Deputy Prime Minister said that strategic technology is especially important for the country’s development. Therefore, ministries and branches need to immediately move from the preparation stage to actual implementation, focusing on creating specific products, technologies and businesses, bringing clear results. The goal is “to create products that are visible, measurable and deliver real results”.

Concluding the first meeting of the Government’s Working Group on strategic technology development, Deputy Prime Minister Ho Quoc Dung requested ministries and branches to strive to have the first strategic technology products by 2026.

The Government also requested the Ministry of Science and Technology to complete the Decree guiding the implementation of the High Technology Law in June, including content related to strategic technology. The Ministry will also preside over the implementation of the Excellent PhD Student Support Program for the period 2026-2030, developing high-quality human resources for strategic technology.

In parallel, the Ministry of Science and Technology was assigned to synthesize strategic technology development tasks proposed by ministries and branches; Research and propose mechanisms to identify, certify and label strategic technology products; Complete the project to develop research, testing centers and national key laboratories to serve this work.

Previously, in early May, the Government issued a list of 10 strategic technology groups and 30 strategic technology products prioritized for development. Next is a list of 20 strategic technology development tasks associated with major national problems.
