Who has the best mobile network in Croatia? HAKOM published new measurement results

The Croatian Regulatory Agency for Network Activities (HAKOM) has published the results of measuring the quality of services in mobile public electronic communication networks in Croatia for the year 2026, according to which Hrvatski Telekom is the best overall, followed by A1 Hrvatska and Telemach. Hrvatski Telekom won 932 points, A1 Hrvatska 901, and Telemach 883 points.

Operators are also ranked by city. Hrvatski Telekom received the highest number of points in Zagreb, Split, Osijek and Zadar, while A1 was placed best in Rijeka. Telemach is second in Zagreb, Split and Osijek, while in Rijeka and Zadar it is in third place. A1 is ranked best in Rijeka, second in Zadar and third in Zagreb, Split and Osijek.

HAKOM assesses that the measurement results show that Croatian operators are comparable to operators in other European countries in overall results. He pointed out that compared to the measurements from 2023, all three operators improved in most of the key performance indicators, especially in the data services segment.

The agency also points to room for improvement and states that the success rate of establishing classic voice calls on roads is lower for all operators than in 2023, while in cities it is still very high and exceeds 99.3 percent.

“Overall, the results confirm the effects of the operator’s continuous investments in the development and optimization of the network. Although the total number of points won is lower than in 2023, this is primarily a consequence of changes in the evaluation methodology and ranking concept, rather than a deterioration in the quality of the network. The further expansion of 5G coverage and the introduction of 5G SA and VoNR services represent the next steps in further improving the quality of mobile services in Croatia”, says HAKOM.

The measurements for HAKOM were carried out by the specialized company NET CHECK during April and May 2026, after a public tender. The survey covered 32 cities and 2,500 kilometers of roads and highways in the territory of Croatia, that is, the area where more than 50 percent of the total population lives.

The quality assessment was carried out using the NET CHECK methodology, which is based on international standards and enables an objective comparison of operators through a series of key performance indicators for voice and data services.

During testing of data services, an average of 29 thousand tests were performed per operator. In order to test voice services, around 2,700 test calls were made and approximately 37 thousand voice samples were collected per operator.
