The General Secretary and President stated four major requirements for Resolution 57 to create real results

Speaking at the conclusion of the Preliminary Conference summarizing one year and six months of implementing Resolution 57 of the Politburo, on the afternoon of July 1, the General Secretary and President affirmed that Resolution 57 “is correct, successful, timely and has strategic significance for the new stage of development of the country”.

According to him, Resolution 57 has created positive changes in the awareness and actions of the entire political system. Institutions, mechanisms, and policies are gradually improved, many bottlenecks are removed, and many new mechanisms are formed. National digital transformation has achieved many positive results. Digital infrastructure continues to be invested.

An outstanding result is the complete national database on the basic population. VNeID application currently has more than 71 million activated electronic identity accounts. Many essential utilities are deployed for people such as healthcare, banking, taxes, and transportation, helping to “cut countless procedures, reduce countless costs and paperwork”, said the General Secretary and President.

In the field of science and technology, the “three-house” linkage model is initially effective, putting research results into practice. Some Vietnamese enterprises have initially mastered technology, brought products to market, and exported to the region and the world.

According to the General Secretary and President, “many good models and creative ways of doing things” have appeared. Hanoi deploys a shared digital platform to serve commune-level authorities; Ca Mau applies biotechnology and automation to shrimp farming; Vinh Long brings drones into agricultural production; Ninh Binh and Tuyen Quang apply AI in heritage management and tourism development.

“Those examples show that Resolution No. 57 has gradually entered every corner of life,” the General Secretary and President said, adding that science and technology “are not far away” but are present right in “shrimps, rice plants, rice grains…”.

However, he frankly pointed out that there are still many shortcomings, limitations and bottlenecks. By the end of the first six months of 2026, the general disbursement rate for science and technology, innovation and digital transformation reached 23.35%, with digital transformation only reaching 12%. “That is a very low rate, proving that we have not deployed it or do not know how to deploy it,” he said, adding that many places “have money but can’t spend it, or don’t know where to spend it.”

He also acknowledged that new science, technology and digital transformation clearly promote effectiveness in state management, creating convenience for people when carrying out administrative procedures, while its application to businesses, production facilities and economic development is still limited.

“The general picture of implementing Resolution No. 57 is that the policy is clear; the institution has gradually been improved; resources have been allocated; political determination is high; the spirit of action has also been aroused. But the actual results are not commensurate”, said the General Secretary and President.

According to him, the same mechanism, the same policy, but some places can do it, some places cannot. “The fundamental difference is the people and the way the organization performs.” Therefore, “the biggest bottleneck today is the implementation and organization of implementation”.

Therefore, the General Secretary and President require that the implementation of Resolution 57 in the coming period must focus on creating results. “We must strongly shift from building mechanisms to creating products, from completing tasks to creating value, from preparing conditions to directly contributing to national development. These are very important transitions that we must think and act together,” he said.

Four big requirements

In order for Resolution 57 to create more substantive results, the General Secretary and President made four major requirements.

How much more does it contribute to growth? “That is the real result of implementing the Resolution,” he emphasized.

Heads at all levels must directly direct, directly inspect and be responsible for the results of implementing Resolution 57. “Anything that falls under their authority must be proactively done, or beyond their authority, they must be promptly reported, proposed, not pushed, not avoided,” he said.

According to General Secretary and President To Lam, technological competition in the world is happening very quickly, so the implementation of Resolution 57 must be more determined, stronger, but most importantly, “more substantive and more effective”.

The preliminary conference summarizing one year and six months of implementing Resolution 57 took place directly in Hanoi and online at 3,662 meeting points at ministries, departments, branches, central organizations and headquarters of provinces, cities, communes, wards and special zones nationwide with 568,384 delegates attending.
