General Secretary and President To Lam emphasized that tasks under Resolution 57 must be completed, producing measurable products and results, not just empty slogans.

Speaking at the meeting of the Central Steering Committee on Science, Technology, Innovation, and Digital Transformation on the afternoon of July 30, General Secretary and President To Lam stressed: “What is said must be done; what is committed must yield results; what is identified as a key strategic task must be pursued to the end.”

He called for a strong shift from progress management to effective governance. Each task must clearly define the problem to be solved, the final product, the target users, the responsible agencies and individuals, the implementation conditions, and the evaluation criteria.

A task is only considered completed when the product is put into use and produces measurable and verifiable results. Tasks that meet the necessary conditions must be implemented immediately and completed. The remaining issues need to be clearly identified in terms of their causes, authority, and deadlines for resolution.

With this new, unprecedented task, the General Secretary and President requested controlled testing. “We shouldn’t give up just because it’s difficult, but we also shouldn’t expand it until its effectiveness is proven,” he said.

According to the General Secretary and President, the biggest goal and the most important measure of Resolution 57 in the new phase is to fundamentally transform from simple labor to creative labor, linked to improving the quality of the national human resources.

Farmers must gradually become digital farmers, mastering modern agricultural technology; workers must master advanced technology and equipment; entrepreneurs must become pioneers in innovation; and officials must shift from a management mindset to a development-oriented mindset. “Creative labor must become the most important resource of the nation in the future,” he said.

The head of the Party and State requested that resources be focused on creating competitive products, markets, and businesses. All research tasks must aim for application, commercialization, and enhancing the competitiveness of the economy and society as a whole.

Resources should prioritize tasks that are fundamental, strategic, have high spillover potential, and have clear intended uses; overcoming the situation of scattered investment and fragmented tasks that fail to create sufficiently strong products and capabilities.

Businesses must participate from the problem-solving stage, research, testing, to product commercialization. The State should focus on creating institutions, placing orders, sharing risks, and creating initial markets for technology products. Research institutes and universities must be more closely aligned with the development needs of the country and businesses, and be evaluated based on the technology, products, and practical value they create.

According to him, every citizen can become an agent of innovation; every business must consider innovation as a vital condition for development; every official must have a constructive mindset. Each ministry, sector, and locality must become a center of innovation in its field, contributing to building a learning society and spreading a culture of innovation.

The General Secretary and President requested that Party committees and localities promote the shift from simple labor to creative labor, relying more on knowledge and technology throughout society, “not letting the resolution remain just a slogan or a competitive movement.”

At the session, the Chief of the Central Party Office, Nguyen Hai Ninh, announced the Politburo’s decision to reorganize the Steering Committee, comprising 31 members. Prime Minister Le Minh Hung has been assigned as the Head of the Committee.

The Deputy Heads include Standing Member of the Party Central Committee Tran Cam Tu; Standing Vice Chairman of the National Assembly Do Van Chien; Minister of Public Security Luong Tam Quang (Standing Deputy Head); Deputy Prime Minister Ho Quoc Dung; and Vice Chairman and General Secretary of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga.
