US officials have headaches because of ‘teen rebellions’

Spontaneous gatherings of teenagers in the US, starting with appointments on social networks, have repeatedly led to violence and chaos.

“Teenage rebellion” is a concept that has recently appeared in American society to describe the phenomenon of teenagers gathering, triggered by appointments on social networks. Crowds often tend to flock together to commercial streets or public places to attract attention. In some cases, the meetings quickly escalated into chaos, fights and robberies.

Videos of many incidents have spread quickly on American social networks recently, leading to controversy about the causes and how to handle them. Washington, DC officials have deployed two measures at the same time to deal with the phenomenon of “teen rebellion”.

On the one hand, the city increased night activities for teenagers, including Teen Spring Jam held at Greenleaf entertainment center on April 4.

On the other hand, the city applies the Minors Curfew Act to all individuals under the age of 18, including both local residents and visitors. Accordingly, teenagers are not allowed to stay in public places or business premises during the citywide curfew, which lasts from 11pm to 6am the next morning on all days of the week.

The city also has “Special Curfew Zones”, prohibiting people under 18 years old from gathering in groups of 9 people or more. Curfew here can start earlier but not before 8pm. Violators may be arrested.

However, some fights still occurred in the special area surrounding the Teen Spring Jam event area mentioned above, causing 8 teenagers from 12 to 17 years old to be arrested.

This development once again pushes Washington into a debate about public order and youth safety. Washington Mayor Muriel Bowser supports maintaining the curfew and criticized the city council for delaying a vote to extend this policy, when the current regulations will expire on April 15.

City Council President Phil Mendelson also supports the measure, but admits the issue is much more complex than just organizing entertainment activities or setting up time barriers. According to him, adults still seem to be “one step ahead” of teenagers and must continue to find new ways to cope.

At the Greenleaf entertainment center, witnesses to the fights said the atmosphere inside the Teen Spring Jam event was quite positive. But trouble happened right outside this center.

Gwendolyn McKoy, 62, who lives across the street from the center, said she saw a fight breaking out right in the line of people waiting to get into the event. Bicycles and electric vehicles were scattered, a few children climbed the fence, and the police struggled to find a way to cool down the crowd. Then there was another fight on the field. Many children were robbed of their belongings. One boy came to McKoy’s house in panic and asked to call his mother because his shoes were stolen.

Hours earlier, police also broke up another gathering behind Banneker Center and arrested three people after a fight broke out, even though it was not yet curfew. A 17-year-old male teenager allegedly brought a knife to the scene. An adult woman suffered stab wounds in the area where the fight occurred, but her life was not in danger.

US officials believe that the phenomenon of “teen rebellion” is not only taking place in the Washington metropolitan area, but has appeared in many large cities across the country such as Memphis, Miami and Chicago.

Atlanta Mayor Andre Dickens said the city government is trying to find solutions, including meeting directly with teenagers and investing $50,000 in a “community space” model, a place for young people to gather and play safely. These spaces may be arcades, community recreation centers or clubs that do not serve alcohol.

In Chicago, the City Council’s Public Safety Committee met on April 9 to find ways to deal with disruptive gatherings. Local leaders are considering coordinating control with social networking platforms where gatherings are planned, but no specific action has been taken.

In New York, Bronx district officials are also shifting the focus of policy response to the role of social networks.

After the chaos at the Bay Plaza shopping center in February, the Bronx district attorney and a number of local officials sent letters to TikTok, Snapchat, Instagram and YouTube asking the companies to proactively monitor and remove content that promotes or organizes “teen rebellion.” Officials also want platforms to coordinate with law enforcement and the community to early identify potentially unsafe events.

Some US lawmakers think it’s time to tighten parental responsibility. There are suggestions to study a model of fining parents if their children violate curfew, similar to regulations used in some areas surrounding Washington. This group’s argument is that the government can create playgrounds and increase patrols, but cannot replace the role of families in managing teenagers.

For many young people, gatherings do not necessarily come from the intention to cause trouble, but from very basic needs such as meeting, listening to music, dancing and communicating directly on weekends.

An 18-year-old girl said that young people in Washington have almost no suitable space to play, so they go to public spaces. A 19-year-old man who identified himself as a streamer also said that the goal of many people is just “to gather in a group”.
