The President of the Republic has promulgated the conversion law of the decree-law of 24 February 2026, n. 23containing urgent provisions regarding public safety, and simultaneously issued the corrective decree-law which modifies some parts of the provision. Both texts will come into force on the same day. An official note from the Quirinale communicates this.

The promulgation comes a few hours after the final green light of the Camerawhich approved the Security decree with 162 votes in favour, 102 opposite e an abstentioncompleting the parliamentary process.

Meloni: “Legality is non-negotiable”

From Cyprus, at the end of the informal European Council, the President of the Council Giorgia Meloni he commented on the approval of the decree, explaining that “I don’t see a dangerous precedent in it”, while recognizing that making corrections during the process would have led to the text becoming invalid.

In a post on The decree, he added, provides “more tools to combat violence, degradation, abusive occupations, widespread crime and illegal immigration”.

The Council of Ministers approves the corrective decree on assisted voluntary repatriations

In parallel, the Council of Ministers approved a corrective decree-law relating to assisted voluntary repatriations (RVA)on the proposal of President Meloni, the Minister of the Interior Matteo Piantedosi and the Minister of Economy Giancarlo Giorgetti.

According to the note from Palazzo Chigi, the new text:subordinates the compensation for repatriation assistance at the conclusion of the administrative procedureand no longer upon the actual departure of the migrant;eliminates any reference to the National Forensic Councilwho will no longer be involved in the programs or in the distribution of compensation; delegate to a decree of the Minister of the Interior the definition of the criteria for identifying the subjects authorized to carry out the assistance activity and for the payment of the compensation.

The corrective intervenes directly on thearticle 14-ter of the Consolidated Immigration Actrepealing article 30-bis introduced by the newly converted Security Decree, to avoid regulatory overlaps and allow the rapid publication of the texts in the Official Journal.

Government sources specify that the new regulatory system expands the range of possible beneficiaries of the contribution for assisted voluntary repatriation: not only lawyers, but also other qualified subjects with a mandate of trust from the migrant. It is underlined that these will not be figures without specific skills.

The contribution will no longer be linked to the actual repatriation, but to the conclusion of the administrative process.

Publication in the Journal and implementation times

According to government sources, the Dl Safety and the Repatriation decree could be published in Official Journal already in the next few hoursexcept for further findings by the Colle.

The implementing decree of the Ministry of the Interior must be adopted by 60 dayswhich will be followed by the registration times of the Court of Auditors. The parliamentary process should begin in the Senate.
