The State Duma is preparing to limit access to banks and property for Russians abroad

The State Duma plans to consider on July 22 in the second reading two bills on sanctions against Russians who are abroad and are being persecuted in Russia on political charges. This was reported by the “We Can Explain” project, which studied the agenda of the meeting and the prepared amendments.

Restrictions may apply, in particular, to those involved in cases of violating the law on “foreign agents” and “undesirable organizations”, calls for sanctions and “discrediting” the Russian army.

The bills provide for a ban on remote banking services, including access to mobile applications and online banking, blocking transfers and other operations. It is also proposed to freeze funds and property, prohibit remote disposal of assets and return documents for registration of real estate transactions without consideration.

In addition, restrictions may affect the receipt of consular services abroad, the replacement of passports and the receipt of certificates. The law also provides for the revocation of driver’s licenses and a ban on registering a car in Russia, a ban on the use of powers of attorney for remote disposal of property, and a complete freeze of assets, including money and property in the Russian Federation.

Funds from the blocked accounts are expected to be used to reimburse legal costs and damages, as well as to pay destitute relatives in Russia.

According to the prepared amendments, if adopted and signed, the law should come into force on the day of official publication, without a transition period. The final vote could take place as early as July 23.
