Vietnam – China will establish new heights for economic and trade cooperation

General Secretary and President To Lam met with Chinese Prime Minister Li Qiang and proposed that the two sides establish new heights for economic, trade, investment and tourism cooperation.

At a meeting with Prime Minister Ly Cuong on the afternoon of April 15, General Secretary and President To Lam affirmed that Vietnam wishes to promote comprehensive development relations with China to new heights, in which substantive cooperation and mutual benefit in all fields are the foundation and driving force for stable, healthy and sustainable development in the new period.

Prime Minister Ly Cuong affirmed that China persists in its friendly policy with Vietnam, always considering Vietnam as a priority direction in its neighboring foreign policy.

General Secretary and President To Lam proposed that the two sides establish new heights for economic, trade, investment and tourism cooperation, strengthening more balanced and sustainable trade cooperation; promote economic links, create breakthroughs in strategic infrastructure connections, give the highest priority to railway cooperation, and promote connections with Central Asia and Europe.

Vietnam asked China to provide loans, human resource training, and technology transfer to master the operation, maintenance, and repair of electrified railways, replicate the smart border gate model, and synchronously deploy cross-border economic cooperation zones.

General Secretary and President To Lam proposed that China create conditions for Vietnam to participate in the series of activities “Sharing large markets – China Export”, opening the door to Vietnamese agricultural, aquatic and livestock products, and increasing the capacity and output of electricity imported from China.

The two sides promote high-quality investment cooperation, science and technology cooperation, education and training, finance, agriculture, environment, technology transfer in key industries such as artificial intelligence, free trade zones, smart cities, smart manufacturing, environmental pollution treatment in large cities, and accelerate the implementation of projects funded by China.

Prime Minister Ly Cuong emphasized that China attaches great importance to practical, mutually beneficial cooperation with Vietnam, and proposed to prioritize the implementation of strategic infrastructure connection cooperation, especially cooperation in technology, human resource training, capital mobilization in the railway sector, well implementing standard gauge railway projects connecting the two countries, and promoting multi-modal logistics connections.

China is ready to work with Vietnam to promote more balanced trade cooperation, will import more high-quality Vietnamese agricultural products, support Vietnam to participate in the series of activities “Sharing the large market – Exporting China” and work together to build a cross-border economic cooperation zone.

Prime Minister Li Qiang affirmed that China encourages the expansion of bilateral investment, builds safe and stable supply chains and production chains in the region, and supports more and more capable Chinese enterprises to expand high-quality investment in Vietnam.

Chinese leaders proposed that the two sides jointly research and promote new advanced areas of cooperation, with a focus on science and technology, digital transformation, innovation, and artificial intelligence becoming new bright spots.

China is ready to work with Vietnam to implement specific programs and plans in the Year of Tourism Cooperation 2026 – 2027, promoting cooperation in education and training, especially for high-quality talents.

The two sides agreed to strengthen multilateral cooperation more closely, agree to better control and handle disagreements, maintain peace and stability at sea, and strengthen a favorable environment for the development of each country.

General Secretary and President To Lam on the same day met with Chairman of the People’s Congress (Chinese National Assembly) Trieu Lac Te, proposing to further deepen friendly exchanges and cooperation between the two countries’ parliaments.

The General Secretary and President hope that the two countries’ legislative bodies will promote their role in law-making and supervision, continuing to expand and improve the effectiveness of cooperation between the two sides, especially in the fields of diplomacy, defense, security, trade, investment and tourism.

Mr. Trieu Lac Te affirmed that the People’s Republic of China is ready to work with the Vietnamese National Assembly to strengthen friendly exchanges and practical cooperation, inviting National Assembly Chairman Tran Thanh Man to visit China and co-chair the second session of the Cooperation Committee between the two legislative bodies.

President of the People’s Republic of China introduced to General Secretary and President To Lam a number of notable new laws of China, including the Law on Ecological Environment, the Law on Promoting National Unity and Progress and the Law on National Development Planning.
