Scooters, the obligation to have a license plate starts tomorrow: fines of up to 400 euros

Citizens and sharing companies who, despite having submitted the request within the established deadlines, are unable to obtain the license plate, could file a barrage of appeals in the event of a sanction.

The postponement of the insurance obligation to 16 July

The confusion is also great because initially the license plate requirement and insurance were supposed to come together but in the end it was decided to postpone the insurance policy to July 16th for civil liability towards third parties: also because without marking, after all, it is not possible to correctly associate a policy with each vehicle. A joint circular from the Ministry of Infrastructure and Transport and the Ministry of Business and Made in Italy has therefore postponed the entry into force of the insurance obligation by approximately sixty days.

The extension became necessary following a report from theAnia which highlighted “technical critical issues” in the integration between the DMV platform, the insurance database and the companies’ systems. “Despite citizens having forwarded the appropriate request for the mark within the established deadlines, thousands of procedures are still outstanding with the physical delivery of the plate to scooter owners which will be postponed to a date after 17 May, the day on which the new obligation will come into force, exposing users to the risk of fines of up to 400 euros”, explains Codacons.

But even the companies that manage sharing scooters report that around 15 thousand requests are still unanswered to date, with the consequence that sharing scooters that have not received the permit by May 17th will be outlawed and will have to remain stationary.

The critical issues of adhesive labels and the protest from the sector

Numerous reports received by the associations also concern some problems linked precisely to the nature of the label. A particularly important aspect, according to the association, concerns the tamper-proof nature and irreversibility of the label: the label is designed with micro-cuts which cause it to fragment in the event of an attempt to remove it, making it impossible to re-attach.

“It follows that incorrect positioning leads to the permanent loss of the permit and the need to request a new one, with related costs borne by the citizen”, underlines Assoutenti. Also Assosharing has long been on the warpath for what he considers “a disguised tax”.

According to the association, “this is a measure that directly impacts the habits of millions of citizens, especially in urban areas. Shared micromobility is now a structural component of urban mobility, and if the application mechanisms are not corrected, there is a risk of blocking the service”. Furthermore, for operators “TPL insurance on a 300 euro scooter could exceed 100 euros per year: more than a third of the value of the insured property.

In a context of growing pressure on energy and transport costs, introducing new charges on sustainable solutions does nothing but penalize the very alternatives that are most accessible to citizens”.
