Hai Phong removed 2,400 billion VND for the shipyard

Meeting to handle difficulties at the Pacific Shipbuilding and Repair Factory project chaired by Deputy Prime Minister Ho Quoc Dung at the Government headquarters, on the afternoon of September 17

The project is invested by Pacific Shipbuilding Joint Stock Company, located at Cam River beach (Cam River dike, Hai Phong). Licensed since 2008 and planning adjusted in 2015.

According to Vice Chairman of the City People’s Committee. Hai Phong Tran Van Quan, the project raises a number of problems related to the application of legal regulations on dykes to existing projects, which need to be considered and handled on the basis of a full assessment of the legal basis, current land use status, level of impact on flood drainage, dyke safety, natural disaster prevention and control and compatibility with relevant planning.

Through inspection, the authorities concluded that the licensing of construction of a number of factories outside the dyke had not been fully implemented according to the law on dykes; Piers and ramps have not been licensed according to regulations; The project area is also not included in the list of riverbanks according to the Prime Minister’s 2016 regulations.

Mr. Quan emphasized that the city’s viewpoint is to seriously receive and strictly handle violations and review the responsibilities of related groups and individuals, resolutely not legalizing violations.

However, Hai Phong recommends that there is a need for a feasible solution to protect invested assets. Recent hydraulic assessment results show that the project only increases the design flood level by about 1 cm, the flow velocity changes insignificantly, and basically does not affect dyke safety and flood drainage ability. On the other hand, the project is completely consistent with the General Planning of Hai Phong City until 2040, with a vision to 2050 approved by the Prime Minister.

Appreciating the project’s socio-economic efficiency and role in the local shipbuilding industry, Deputy Prime Minister Ho Quoc Dung assigned the People’s Committee of Hai Phong City, based on the National Assembly’s resolution on specific mechanisms and policies to handle land violations and related regulations, to proactively carry out procedures according to its authority. Hai Phong needs to urgently complete documents and completely resolve problems so that businesses can soon stabilize production.

The Deputy Prime Minister requested that the handling be based on a comprehensive assessment, ensuring compliance with legal regulations, thereby effectively promoting invested resources, improving local socio-economic efficiency and promoting Hai Phong’s shipbuilding industry to continue to develop.
