Re-establishing rights for Ho Chi Minh City High-Tech Park

Ho Chi Minh City High-Tech Park is assigned the authority to grant environmental permits, approve construction of projects, along with other procedures that are proposed to be decentralized.

The information was said by Ms. Huynh Thi Ngoc Dao, Chief of Office of the Management Board of Ho Chi Minh City High-Tech Park (SHTP) at a business meeting conference held on the morning of April 16.

According to Ms. Dao, when implementing Resolution 98 on the specific mechanism for developing Ho Chi Minh City, SHTP is re-established authority, directly handling licensing, appraisal, and approval of environmental impact reports. This agency is also assigned to appraise and approve construction conditions according to 1/500 planning for investment projects.

According to Ms. Dao, these authorities have re-established an on-site one-stop mechanism for administrative procedures during the project investment and construction process. Previously, SHTP directly implemented the above contents, but due to changes in specialized laws, these authorities were transferred to specialized agencies for implementation.

Specifically, land procedures fall under the authority of the Department of Natural Resources and Environment, planning procedures fall under the authority of the Department of Planning and Architecture… This causes the time to carry out investment procedures to be prolonged, affecting progress of investment projects in Ho Chi Minh City High-Tech Park.

Previously, it only took about 6 months for businesses to complete the procedures, but when transferred to an interdisciplinary agency, it took them 2 years to complete and deploy project construction. SHTP leaders assess that the nature of high-tech industries is to develop products and bring them to market quickly. Long administrative procedures will cause technology to lose its breakthrough and reduce investment efficiency.

When implementing the new mechanism, by the end of March, Ho Chi Minh City High-Tech Park had resolved 18 environmental licensing dossiers and 6 dossiers on appraisal of construction conditions for projects.

A representative of SHTP said that the unit is proposing to decentralize the Management Board of Ho Chi Minh City Hi-Tech Park to carry out procedures for inspecting and sanctioning units showing signs of violating environmental laws; inspect and resolve problems with construction works in SHTP…

This unit also proposed to change functions in establishing a council and organizing appraisal of science and technology facilities with investment projects from the Department of Science and Technology on SHTP.

Head of the Management Board of Ho Chi Minh City Hi-Tech Park Nguyen Anh Thi, said that the newly issued Resolution 98 and Decree 10 on Hi-Tech Parks establish an institutional framework for SHTP to implement the on-site one-stop shop mechanism. This is an important factor in administrative procedures that allows projects to be implemented quickly at SHTP in key fields such as semiconductor microchips, aerospace, biotechnology… He committed to cooperating with each other. Sharing with the press, Ms. Ho Thi Thu Uyen, Head of the Ho Chi Minh City Hi-Tech Park Business Association, assessed that handling on-site administrative procedures is considered a key factor in housing management. water, shaping the efficiency and competition between high-tech zones in attracting investment. “Enterprises will have high expectations for changes in administrative procedures this time,” Ms. Uyen said.
