However, only yesterday the Cuban government confirmed that a rare meeting was held in Havana with the head of the CIA, John Ratcliffe. An intelligence agency official said that during the meeting with senior intelligence officials in Cuba, Ratcliffe made it clear that the United States would be willing to cooperate and discuss economic security issues – only if the Cuban government made “fundamental changes”.
