More blockbusters wanted: Cabinet decides on mandatory investment for Netflix and Co.

The Federal Cabinet has initiated the announced investment obligation for streaming services and broadcasters in Germany as a film location. In the future, large US corporations such as Netflix, Amazon Prime and Disney+ will invest at least eight percent of their annual sales here. The draft goes to parliament. The innovations are scheduled to take effect at the beginning of 2027.

According to Minister of State for Culture Wolfram Weimer, 250 million euros from the new federal film funding are now available. The funds were doubled last year. With this and other funding sources, the federal government is providing more than 300 million euros for film productions. There is also funding from the states. Together this is more than ever before.

“With today’s cabinet decision, we are igniting a new stage in the international location competition for German films,” said Weimer. German film studios such as Babelsberg and Bavaria have recently not been operating at full capacity due to strong European competition. The investment obligation is intended to help mobilize not only state funding but also private funds for productions.
