The JNE spokesperson, Grecia Rentería, explained to journalists that the proclamation of the figures at one hundred percent will be delayed by the introduction of the new mandatory vote recount process in cases of contested tables or with observations.

“(The proclamation) for the second round is in mid-July, because there is a whole new process, which is the counting of votes,” Renteria noted before specifying that during these elections the minutes with observations have increased by more than 50% in relation to previous elections.

He reiterated that this “It basically makes the proclamation take a little longer because of this vote counting mechanism, taking into account that the National Jury (of Elections) is a guarantor of rights.”

In this regard, the interim head of the National Office of Electoral Processes (ONPE), Bernardo Pachas, declared this Saturday on the RPP radio station that He hopes “that there are not so many records observed” in Sunday’s elections.

“As simple as the mathematical operation may seem, or the recording of the figures in the scrutiny report, there are always some problems, since there is a percentage of observed records that goes back and forth between the first instance, and if the representative is not satisfied, he tends to appeal, and it reaches the National Elections Jury,” the official explained. Pachas stressed that this procedure “is what delays, and that is why they have calculated, more or less, the fortnight” of July to know the final results of the elections.
