Jeyhun Bayramov: There is de facto peace between Baku and Yerevan

It can be said with confidence that there is de facto peace between Baku and Yerevan, the Foreign Minister of Azerbaijan announced today after negotiations with his Russian counterpart in Moscow, claiming that Baku’s initiatives contributed to the Armenian-Azerbaijani settlement.

Despite these statements, Baku refuses to sign the Armenian-Azerbaijani peace agreement, which was initialed last year in Washington.

Last week, Foreign Minister Jeyhun Bayramov repeated that the document can be signed only after “territorial claims against Azerbaijan are removed from the Constitution of Armenia”.

“The text of the peace agreement has already been initialed and is open to the public. Azerbaijan’s approach to this issue is principled. President Ilham Aliyev has already presented the official position of the state. Our expectation is that the territorial claims against Azerbaijan will be removed from the Constitution of Armenia. After that, the peace agreement can be signed,” he said.

Baku considers the reference to Nagorno Karabakh in the Declaration of Independence as a territorial claim.
