The delivery of the memo came in the wake of warnings revealed by the First Deputy Permanent Representative of Russia to the United Nations Dmitry Polyansky about the possibility of the Kyiv regime and the Ukrainian “Nazis” using weapons of mass destruction to gain an advantage on the battlefield, noting the possibility of “the covert use of weapons of mass destruction in small quantities for purposes of Tactical”, and that “according to available information, it was planned to do this at the Azovstal plant, but the decision of the Russian command to cancel the attack thwarted these plans.”

The Russian delegate – after a meeting with the Director-General of the Organization for the Prohibition of Chemical Weapons Fernando Arias Gonzalez – expressed his hope that the Technical Secretariat of the Organization for the Prohibition of Chemical Weapons would work with impartiality, objectivity and transparency in the current situation, drawing the attention of the CEO that “if Ukrainian adventurers decide to implement this under the banner of False, then it will be difficult to deceive the international community and convince it of Russia’s responsibility for such actions.”
