Proposed investment of 800 billion VND for MICE tourism at Pa Sy waterfall

On September 16, the Investment, Trade and Tourism Promotion Center of Quang Ngai province worked and conducted field surveys in the Pa Sy waterfall area with the People’s Committee of Mang Den commune, representatives of the Departments of Culture – Sports and Tourism, Construction, Agriculture and Environment and representatives of Song Viet Joint Stock Company to research and propose an eco-tourism project.

According to the proposal of a consortium of three investors led by Song Viet Joint Stock Company, the project has a land use area of ​​69 hectares, total investment capital of 800 billion VND, including 300 billion VND of equity and 500 billion VND of loan capital, expected to be implemented in the “both investment and exploitation” method in the period 2026-2030.

Of the total 69 hectares of planning, the investor commits to maintain the current status of 20.5 hectares of forest land for protection, including 9.5 hectares of Pa Sy waterfall core area and 11 hectares of surrounding landscape forest; Do not build on forest land and do not interfere with the natural flow of the waterfall.

All construction works are only located within the area of ​​land planned for tourism and service purposes, with the construction density of the entire area not exceeding 7.5%, equivalent to 5.2 hectares.

Regarding service infrastructure, the tourist area is expected to have 180 accommodation rooms including resort hotels, bungalows, family villas, tree houses and high-end glamping tents blending into the mountain and forest landscape.

Conference infrastructure includes a 600-seat MICE center and outdoor event and teambuilding areas. Regarding indigenous culture, the project plans to build a 1.3-hectare Xo Dang – Mo Nam cultural village recreating communal houses, long houses, stilt houses and handicraft villages, and a 1,200-seat outdoor theater performing gongs and Central Highlands music every night.

Pa Sy Waterfall is a waterfall located in the middle of a pine forest in Mang Den, long considered one of the outstanding natural attractions, with a waterfall pouring through rock layers amid the primeval forest landscape. Investors believe that if the tourist area is implemented, it will solve the current gaps in Mang Den tourism, including short stays due to lack of experience to retain guests; lack of infrastructure to welcome medium and large-scale conference and event delegations; Seasonal fluctuations cause room occupancy and employment to fluctuate throughout the year.

In particular, the MICE model will be a complementary lever, combined with high-end resort accommodation, onsen hot mineral baths, ecological and local cultural experiences to fill low season room capacity and increase average spending of guests. MICE is the English acronym for Meeting, Incentive, Conference and Exhibition – a type of tourism that combines organizing events and conferences for businesses and large tourist groups.

At the meeting, the Investment Promotion Center of Quang Ngai province and representatives of departments and branches welcomed the joint venture’s proposal and supported investors to conduct research and surveys. Leaders of Mang Den Commune People’s Committee asked investors to research different tourism products to bring competitive advantages to the local tourism industry, and said they would work with the authorities to consider converting agricultural land and tree-planted land into tourist land if the project is implemented.
