A group of deputies submitted an amendment to the Family Code of the Russian Federation for consideration by the State Duma. prohibiting the adoption and custody of Russian orphans and children left without parental care to citizens from unfriendly countries.

The bill was sponsored by LDR leader Leonid Slutsky, as well as deputies Boris Chernyshov (LDPR), Dmitry Pevtsov (New People), Nina Ostanina (KPRF) and Yana Lantratova (A Just Russia for Truth).
The authors of the amendment believe that “the transfer of children from the Russian Federation to be raised in unfriendly countries is a blow to the future of the nation.” The explanatory note to the bill states that, as of the beginning of 2021, 17,498 orphans are being raised in families of foreign adoptive parents. 455,866 orphans are brought up in the families of Russian citizens. In 2021, 69 orphans were adopted by foreign citizens (including 7 disabled children), in 2020 – 38 orphans (including 3 disabled children), in 2017 – 380 orphans (of which disabled children – 38).
