EU energy: separate proposal on ETS parameters for industry

The European Council asks the Commission to present a “separate” proposal on ETS benchmarks. In the conclusions on competitiveness, the European Council “notes the European Commission’s intention to present a concrete proposal on the revision of the ETS system, including free allowances, by mid-July 2026 and, at the same time, to present a separate proposal to address concerns expressed by some industry sectors regarding the ETS benchmarks, while preserving the essential role of the ETS in the climate and energy transition.”
