“The inauguration of a department from91 seats destinato al 41 biswhich occurred without any formal communication to theRegionand without the slightest involvement of local institutions, it is yet another demonstration of a choice made from above – commented the president of theSardinia region, Alessandra Todde -. It is an institutional disgrace that I consider unacceptable, especially on an issue that has profound repercussions on security, on the organization of thepenitentiary systemon the regional health system and on the balance of the territories”.

The position of the regional council

“The position ofRegional councilon the national level, the concentration of prisoners subjected to the special regime in Sardinian facilities – added Todde – has been formally expressed in all institutional settings and made public on numerous occasions. We do not dispute the need to firmly combat organized crime nor do we question the tools that the State deems necessary to guarantee national security. What we contest is a method that humiliates the Sardinian institutions and ignores the principle of loyal collaboration between the State and the Region”. The Sardinian governor recalled how the Region has repeatedly asked the Government for a transparent and preventive discussion on the project of concentration of prisoners under special regime in Sardinia, highlighting the risk of attributing to the island a disproportionate role within the national system of41 bis. La Sardiniait already hosts a significant share of the national penitentiary facilities and has always contributed with a sense of responsibility to the needs of the State.

“We have always done our part and will continue to do it. But we cannot accept that Sardinia is considered a simple logistical destination – clarified Todde – due to decisions taken elsewhere. For months we have been asking for respect, proportionality and listening. Instead we are once again seeing unilateral decisions and an evident lack of attention towards theSpecial autonomyof our Region”.

“For months the Government has been pursuing a plan that concentrates an ever-increasing number of prisoners subjected to prison on the island41 bisignoring the requests of the Region, the concerns of the local communities and the parliamentary questions with which we asked for answers and guarantees. Today we are witnessing yet another demonstration of an unacceptable and cowardly method: people come to Sardinia secretly, new structures are inaugurated and decisions are made that concern the future of the island without even considering it necessary to inform the highest territorial institutions. It is the symbol of a Government that considers Sardinia a land on which to decide, never a land with which to compare. This way of acting is unacceptable as Sardinian institutions and citizens. Sardinia is not an administrative colony nor a land to be used to unload decisions taken elsewhere. We demand respect and that these things never happen again.”

“It is the first important milestone in the process of prison construction and renovation which combines the safety of the prisoner with the humanisation of the sentence, even in the most rigorous treatments. Now, other interventions will follow shortly, also in ordinary structures, according to the program defined with theExtraordinary Commissioner” explained the Keeper of the Seals.

It is a completely independent structure compared to the other detention circuits of the Institute, which develops in23 semestersarticolate in 5 sectionsfor a total number of91 detention rooms. The construction of the new pavilion, intended fordifferentiated circuitconstitutes the completion of a program started in 2009, then subsequently updated and developed through a series of infrastructural, technological and organizational interventions, aimed at adapting the structure to the standards required for the management ofspecial regime of 41 bis.

Project monitoring

The project was subject to constant monitoring by theGeneral Directorate of Prisoners and Treatmentof the one competent in the matterPenitentiary buildings e del Gom – Mobile operational group.

Now, other interventions will follow shortly, also in ordinary structures, according to the program defined with the Extraordinary Commissioner” explained the Keeper of the Seals during the ceremony.
