The budget will spend at least 2% each year on environmental protection

On July 29, at the National Conference to thoroughly grasp the Resolution of the 3rd Plenum of the 14th Central Committee, Permanent Deputy Prime Minister Pham Gia Tuc presented the content of Conclusion 75 on environmental protection and proactively responding to climate change in the new era.

The Deputy Prime Minister said that Conclusion 75 sets many quantitative targets for the next 5 years. In particular, the state budget spends at least 2% of total annual expenditure on environmental protection, ensuring to play a leading role; and mobilize social resources, international capital, global climate funds, and green finance. All major sources of wastewater and emissions will be automatically monitored, and all industrial clusters will treat wastewater to meet standards.

Along with that, Vietnam also aims to transform the growth model, with the green economy accounting for about 10% of GDP, the proportion of renewable energy in the total primary energy supply reaching at least 26.1% and reducing greenhouse gas emissions by at least 9% by 2030.

Regarding environmental quality, at least 80% of days a year in special urban areas must have good or average air quality. The rate of household solid waste treatment reaches 95% in urban areas and 85% in rural areas.

By 2045, Vietnam aims to build a clean living environment, develop in harmony with nature, and form a modern environmental governance system, in which green economy, circular economy and low carbon economy become the main development methods.

Environmental protection and response to climate change are identified as the foundation for the green transition process, improving growth quality, competitiveness and becoming a new driving force for economic development.

According to Permanent Deputy Prime Minister Pham Gia Tuc, development planning must ensure within ecological limits, shifting from thinking about treating pollution to preventing risks, managing with data and developing a circular economy and green digital transformation.

At the same time, science and technology, innovation, and digital transformation are important factors in protecting the environment and responding to climate change, while promoting economic development. Vietnam actively participates in regional and global initiatives, agreements and cooperation mechanisms to enhance the national role and position in solving global problems.

To achieve the above goals, the operator will continue to improve environmental and climate change laws, increase investment and mobilize green resources, and control air, water and waste pollution.

Vietnam will develop a circular economy, manage greenhouse gas emissions in the carbon market, promote science and technology, digital transformation and strengthen international cooperation. In particular, transforming economic sectors towards green, circular, low carbon, developing new economic sectors, recycling industry, promoting the circulation of materials and products throughout the entire value chain.

The Government also developed an action program to institutionalize policies, while integrating requirements for environmental protection and response to climate change into strategies, planning and socio-economic development plans of ministries, branches and localities.
